Key Differences by Region

FAA

Uses 'certificate' instead of 'licence'. Student pilot certificate (not licence). Three medical classes (1st, 2nd, 3rd) vs ICAO's two pilot classes. BasicMed option has no ICAO equivalent.

EASA

Part-FCL closely mirrors Annex 1 structure. Adds Light Aircraft Pilot Licence (LAPL) not in ICAO. Stricter medical requirements in some areas.

CASA

Recreational Pilot Licence (RPL) is an Australian addition. Otherwise closely follows Annex 1 framework.

Transport Canada

Recreational Pilot Permit and Ultra-light Pilot Permit are Canadian additions. ATPL requirements generally aligned.

What is the difference between ICAO Standards and Recommended Practices?

Standards are requirements that member states must comply with or file a difference. Recommended Practices are advisories that states should follow but are not required to. Both are contained in ICAO Annexes.

Does Annex 1 apply to military pilots?

No. ICAO Annex 1 applies only to civil aviation. Military pilots operating civil aircraft must hold the appropriate civil licence.
