Each certificate holder shall prepare and keep current a manual for the use and guidance of flight, ground, and maintenance personnel in conducting its operations. The manual must include procedures and policies for flight operations, training, maintenance, emergency procedures, aircraft loading, fueling, and all other aspects of the certificate holder's operations.

Every Part 121 airline must have a comprehensive operations manual (sometimes called the GOM — General Operations Manual).
