Requires each airline to maintain a manual that includes procedures, policies, and instructions for operations personnel.

Regulation Text

Each certificate holder shall prepare and keep current a manual for the use and guidance of flight, ground, and maintenance personnel in conducting its operations. The manual must include procedures and policies for flight operations, training, maintenance, emergency procedures, aircraft loading, fueling, and all other aspects of the certificate holder's operations.

Plain-English Explanation

Every Part 121 airline must have a comprehensive operations manual (sometimes called the GOM — General Operations Manual). This manual is the airline's rulebook and covers everything from normal procedures to emergencies, crew duties, MEL procedures, and weight and balance. The FAA reviews and approves these manuals. If an airline procedure conflicts with the manual, the manual takes priority. For ATP candidates, understanding that airline operations are governed by approved manuals is essential.
