How JCAB compares to FAA & EASA
vs FAA (United States)
Theory in Japanese is the main barrier. Japan introduced the world's first national 1st-Class drone certification permitting Level 4 BVLOS over populated areas (December 2022).

Similar to EASA in theory volume but tighter operational restrictions. Drone Level 4 framework is more advanced than EASA Specific in some respects.

JCAB pilot license — frequently asked questions
Why is JCAB pilot training so expensive?
Aircraft rental in Japan is high (¥40,000–¥60,000/h) and weather causes delays. Most aspiring Japanese pilots train abroad (US/Australia/Philippines) and convert to JCAB.
What is a Level 4 drone operation?
BVLOS over inhabited (third-party-populated) areas — the most permissive category, requiring 1st-Class JCAB Skill Certification, drone type certification, and pre-approval for the specific flight area.
Can I rent and fly in Japan with an FAA PPL?
Yes — JCAB issues a Foreign Licence Validation valid 12 months. Full conversion requires a JCAB written exam in English/Japanese and a check ride.
Do I need to register every drone in Japan?
Yes — all drones over 100 g must be registered in the JCAB DIPS system and display the registration number plus Remote ID.
Where can I take JCAB exams in English?
Most theory papers are in Japanese only. The JCAB Foreign Licence Conversion track allows English exams. Some private schools (e.g. JAA Mizuho) offer English-language ground school.
